The client retains us, we collect information, draft the legal PFL response, share it with the client for review, client-RCIC meets to discuss feedback, the feedback is incorporated in the final version, we share the final version with the client one more time, client gives us the go-ahead, and only after that the PFL response is submitted. Yes, we believe PFLs are good because neither they are issued as a mere formality nor they are the final step before an application refusal. Precedents proved that IRCC reserves the right to refuse an application or even ban someone without issuing a PFL and hence if one received a PFL, it is an opportunity to submit a proper PFL response. From our experience, a well drafted legal response to a PFL could be a game changer.
