Many applicants panic the moment they receive a Procedural Fairness Letter, assuming it means their application is about to be refused. In our experience, that's the wrong way to look at it.
IRCC is not legally required to issue a PFL before refusing an application — in some circumstances, a refusal or even an inadmissibility finding can be issued without one. So if you've received a PFL, it means IRCC is giving you a chance to address their concerns directly, before a decision is made.
